What is WIOA?

The Workforce Innovation and Opportunity Act (WIOA), launched on July 1, 2014, is a federal initiative aimed at enhancing the nation’s public workforce system. Designed to empower Americans—including youth and individuals facing employment barriers—with high-quality job opportunities, WIOA also helps employers find and retain skilled workers who drive business success. This transformative act builds on previous workforce initiatives, superseding the Workforce Investment Act (WIA) of 1998, and amends key legislation to create a more cohesive, effective workforce support system.

How WIOA is Funded and Organized

Funded federally and managed through local WIOA Service Providers, WIOA’s impact starts at the state level and extends through regional boards, schools, and community organizations. Here’s how it works:

Each state submits a detailed plan to the federal government, outlining labor market trends, regional goals, and workforce strategies.

Regional Implementation —
Regional Workforce Development Boards draft localized plans to support state goals, collaborating with schools, community-based organizations, and training providers.
